Research Governance Framework

The Research Governance Framework for health and social care (RGF) was devised by the Department of Health to outline the principles of good governance that apply to research conducted within health and social care organisations.  Originally released by the Department of Health in 2001, the framework was re-issued in 2005 in response to the implementation of the Medicines for Human Use Regulations, Human Tissue Act and Mental Capacity Act.  The RGF applies to all research, whether clinical or non-clinical, that relates to the responsibilities of the Secretary of State for Health.  This includes:

  • Research concerned with the protection and promotion of public health
  • Research undertaken by or in the Department of Health, its non-Departmental Public Bodies and the NHS
  • Research undertaken by or within social care agencies
  • Any research undertaken by industry, charities, research councils and universities within the health and social care systems that might have an impact on the quality of those services

The Framework looks at 5 specific domains:

  • Finance & Intellectual Property
